FCATB Office Relocation - Spring 2023
The FCATB Office will be relocating by approximately May 1,2023 due to remodeling of its current space at 443 Stanley Avenue, Chambersburg PA 17201. We have not yet secured a new location but will provide an update as soon as possible.
We anticipate moving after the 2022 Form 531 filing due date of April 18, 2023 and will make arrangements with the United States Postal Service to forward to the new location any mail addressed to the old location.
It is very likely that any new location will not have a drop box or drive-thru, but counter service will remain available. However, we are currently unsure if even counter service will be suspended for any period during the actual relocation.
2023 Mailing of 2022 Form 531 Local Earned Income and Net Profits Tax Return
On January 18, 2023, the FCATB 2022 Form 531 Local Earned Income and Net Profits Tax Return and related instructions were mailed to the taxpayers of the member political subdivisions who 1) have filed with the FCATB in the prior year(s), 2) have had local income tax remitted on their behalf to the FCATB by their employers or another tax office in the past year, or 3) have filed 2022 estimated payments with the FCATB.

2022 Earned Income Tax Filing Deadline
The Franklin County Area Tax Bureau (FCATB) generally follows the decisions of the Pennsylvania Department of Revenue (PA DoR) regarding the personal income tax filing deadline. While the usual tax return filing deadline is April 15, the PA Dor published the 2022 Personal Income Tax Forms including forms and related instructions containing the deadline of April 18, 2023 at https://www.revenue.pa.gov/FormsandPublications/FormsforIndividuals/PIT/Pages/default.aspx#.
Since the FCATB 2022 Individual Form 531 Local Earned Income and Net Profits Tax Return and related instructions were due to production well in advance of the PA DoR publishing its due date in the documents at the above-referenced website, the FCATB issued its form with a due date of April 15, 2023 but will process returns in accord with the PA DoR deadline.
COVID-19 Precautions
To allow for social distancing, a maximum of three customers will be allowed in the lobby area at one time.
While waiting for or receiving counter service, please adhere to the following:
- Maintain a distance of at least 6 feet from other individuals.
- Cover coughs or sneezes with a sleeve or elbow.
- Wear a mask as required per any posting on front door.

Drop Box*
Taxpayers may drop off tax returns and associated documentation and other correspondence in our drop box provided outside of our entry. If you wish to make a cash payment, please DO NOT utilize the drop box for remittance and use the drive-thru or counter instead.
Drive-Thru Service*
Taxpayers may utilize the drive-thru at the right side of the building as you face the building from 8:00am - 4:00pm, Monday - Friday.
